Digest of Biblical Civil Law

When Moses summarized the history in Deut. 1:9-18, he conflates Exo. 18 and Num. 11 in such a way that we are forced to see the seventy elders as a supreme court, the top of the chain of courts. Anything they could not determine, Moses would then consult the Lord about (Num. 27:1-5).
