Despite God's unique relationship with Israel, should a foreigner achieve the status of resident alien, he should have the same benefits and obligations as an Israelite (Num. 15:15-16). The same is true when a crime is unintentionally committed or lesser penalties are imposed (Num. 15:29). This principle of equal protection under the law is found in several books of the Torah: Exo. 12:49, Lev. 18:26, Lev. 24:22.
