Deut. 17:14-20 says that rulers should be chosen "From among your brothers . . . not a foreigner." The ruler should be a "natural born citizen" as the U.S. Constitution requires, following the pre-1066 Anglo-Danish standard of "kith and kin," meaning "same country and family." This is so that the interests of the country are the primary interests of the ruler. As Jesus says in John 10:11-13, a hireling flees in times of defense and protection because the hireling's own goods are not at risk.
