The State is God’s minister, taking vengeance on those who do evil (Rom. 13:3-4). But even if there were no Fall, the State would have been necessary as a ministry of social order. For example, the State probably has legitimate jurisdiction to build and keep up roads (Deut. 19:3) and enforce local land use contracts (Num. 35:1-8).
